Billions wasted in Iraq reconstruction

Between three and five billion dollars have been wasted in US reconstruction work in Iraq since 2003, a US official says. Stuart Bowen, the Special Inspector General for Iraq Reconstruction made the remarks before the House Armed Services Committee. He also warned lawmakers that mistakes made in efforts to rebuild Iraq were being repeated in Afghanistan. The main problem is that the US government "lacks an accepted doctrine for how to rebuild a failed state and a structure capable of mobilizing resources on the required scale," said Bowen, in reference to the US reconstruction projects in Afghanistan. Since 2003, the Pentagon, the State Department and the US Agency for International Development have paid contractors more than $100 billion for goods and services to support war operations and rebuilding Iraq. There are 154 open criminal investigations into allegations of bribery, conflicts of interest, defective products, bid rigging, and theft stemming from the wars, according to a February report by Thomas Gimble, the Pentagon's principal deputy inspector general.
