UN welcomes the returning to constitutional order in Mauritania

UN Secretary-General Ban Ki-moon welcomed the signing of an agreement between parties in Mauritania, calling it a "solid basis" for the West African nation's return to constitutional order and the consolidation of democracy.
Ban Ki-moon, in a statement issued by his spokesperson, "congratulates the parties for the spirit of compromise demonstrated during the negotiations" which wrapped up in the capital, Nouakchott.

The Secretary-General also commended those assisting the talks, particularly President Abdoulaye Wade of Senegal, the chairman of the African Union (AU) and members of the facilitation team, including the International Contact Group and Said Djinnit, the secretary-general's Special Representative for West Africa.

The statement said that Ban Ki-moon will closely follow developments in Mauritania leading up to the presidential elections scheduled for July 18.

The France's foreign minister Bernard Kouchner welcomed the agreement, saying: “I salute the efforts undertaken by Senegal, the African Union and United Nations to get this crisis resolved.”

“This agreement provides for a pre-electoral transition period and a presidential poll organized in a consensual way and on a basis of parity. This will enable Mauritania to return, thanks to a transparent and pluralist electoral process, to constitutional order and institutional stability,” he added.

The agreement, done in Dakar, the capital of Senegal, postpones an election that the military government had planned for Saturday.
Opposition parties had rejected the poll, saying it was organised without their consent.

The six days of intensive negotiations were concluded hours after Mauritania's former prime minister, Yahya Ould Ahmed Waghf, was freed from jail.

Waghf was detained in the wake of August's military coup, in which Abdallahi, Mauritania's first democratically elected president, was removed from power.

His removal was spearheaded by General Mohamed Ould Abdel Aziz, whose decision to give up power as president in April constitutionally allowed him to run in elections.

The Dakar talks were organised by an international group of mediators, including officials from the African Union, the European Union, the United Nations and the Arab League among others. (AFP, Xinhua)
