Egypt to Host International Donors Conference for Reconstruction of Darfur

The Preparatory Committee of the International Donors Conference for the Development and Reconstruction of Darfur (Development for Peace) held its Third Preparatory Meeting at the headquarters of the Organization of the Islamic Conference (OIC) General Secretariat in Jeddah, Saudi Arabia.

Egypt chaired the meeting, which finalized the arrangements necessary for holding the conference in Cairo on 21 March 2010. The meeting was marked by the signature of an agreement between the OIC General Secretariat and Egypt, the host country of the Conference.

The Preparatory Committee is composed of Egypt, Turkey, Saudi Arabia, the Sudan, the OIC and the Islamic Development Bank (IDB). The members of the Committee worked during the last two months on the measures and arrangements necessary for holding the Conference. Cairo had hosted the First Preparatory Meeting last December, and Khartoum hosted the Second in January when the delegations of the States members of the Committee made a visit to Al Fasher to take stock of the needs of Darfur and the displaced living in the camps set up in the region.

OIC Secretary General Ekmeleddin Ihsanoglu paid tribute to the initialing of the Framework Agreement in Ndjamena, Capital of Chad, between the Sudanese Government and the Justice and Equality Movement (JEM) in preparation for its effective signing in Doha on 23 February 2010.

The General Secretariat pointed out that this agreement constitutes a significant stride towards the achievement of a comprehensive and equitable agreement that would put an end to the conflict in Darfur within the framework of the peace negotiations currently underway in Doha, contribute to the improvement of the humanitarian conditions in the province, and guarantee the unity, stability and integrity of Sudan.

Ihsanoglu paid tribute also to the important role played by Chad and other parties in bridging differences between the Sudanese Government and the JEM, following the normalization of Chado-Sudanese relations.

The Secretary General further welcomed the decision taken by the Sudanese President Omar Hassan Ahmed Al Bashir to lift the death sentences issued against the members of the JEM and to release some of them as a gesture of goodwill on the part of the Government in a drive to consolidate the Ndjamena Agreement.

On the other hand, the Secretary General renewed his call to all the armed movements in Darfur, and more particularly those that did not take part in the Doha negotiations, to join the peace efforts currently underway in Doha within the Afro-Arab initiative under the chairmanship of Qatar as the last chance to achieve a just and comprehensive settlement for the conflict.

Ihsanoglu renewed his tribute to the State of Qatar for its effort in favor of achieving peace and security in Member States of the OIC and its consistent endeavors to coordinate security and stability in Sudan. He likewise offered tributes to the AU-UN joint mediator for his efforts in the peace-process on Darfur.

The Secretary General urged the international community to lend its support to the Framework Agreement between the Government of Sudan, and the Equality and Justice Movement, and to the peace process already started in Doha.

The Secretary General reiterated the OIC’s firm commitment to convene the Donor Conference for Development and Reconstruction in Darfur, which will be held in Cairo this coming March.
