EU Foreign Ministers and the High Representative of the Union for Foreign Affairs and Security Policy have established their positions regarding the appropriate course of action for the EU in the face of the resumption of the Middle East peace process.

Spanish Foreign Minister Miguel Ángel Moratinos, who hosted the meeting, referred to the EU position as expressed on 8 December, 2009, where it was affirmed that in order to secure lasting peace, a channel for negotiation must be opened up in order to resolve issues surrounding the status of Jerusalem as the future capital of two states.

“We must take action to ensure the viability of a two-state solution. We cannot wait indefinitely,” said the Spanish minister at the end of the work session. He indicated that the EU must advance with “constructive measures and incentives” to improve and strengthen relations with both the Israelis and the Palestinians, and work with the US government at the time when indirect negotiations are to be resumed via Washington’s special envoy, former senator George Mitchell.

The High Representative said that her current role consists in ensuring progress in the implementation of the decisions of the 27 Member States. Ms. Ashton will travel to the Near East in mid March, where she will meet with representatives of all the countries involved in the peace process.
