EU supports Algeria in reforming justice system

The EU’s efforts to support the implementation of the Association Agreement with Algeria, particularly in the judicial sector through providing training of legal mediators for dispute settlement, was highlighted by the latest Eurojar feature published in the daily L’Orient Le Jour.

The article says Algeria enjoys close cooperation ties with the EU and a strategy has been set by the two parties, in the framework of the European Neighbourhood and Partnership Instrument (ENPI), to support the objectives of the Association Agreement which concentrate mainly on the political, social and economic sectors. In the framework of the reform of the justice system, the EU’s latest contribution, after having previously funded two support programmes, is the organization of a training of trainers in court mediation under the TAIEX instrument.

"Funded with €10 million, the P3A programme allows the approximation of Algerian public administration with those of European countries. To do this, it uses two instruments: Twinning and TAIEX. Regarding court mediation, we received a request for assistance from the Centre for legal and judicial research for the training of a core of trainers in judicial mediation. Two experts from Belgium, with extensive experience in mediation and the settlement of disputes out of court were then posted for this mission," explains Mr. Djamal Belhoul, the P3A programme team leader.

This assistance has enabled an initial group of twenty people (judges and legal experts) to master the techniques of mediation, elements of ethics, teaching methods of the technique as well as benefit from foreign experience. This group will provide courses in turn to all 1,200 accredited mediators at national level. "The other objective of this training was to allow magistrates researchers at the Centre to develop the content of a national training programme and a charter of ethics of the mediator," highlights Mr. Djamel Bouzertini, director of the Centre for legal and judicialresearch.

TAIEX is the Technical Assistance and Information Exchange instrument managed by the Directorate-General Enlargement of the European Commission. TAIEX supports partner countries with regard to the approximation, application and enforcement of EU legislation. It is largely demand driven and facilitates the delivery of appropriate tailor-made expertise to address issues at short notice.
