€38 million programme - EU assists Lebanon in managing solid waste

Since the launch of the €38 million EU-funded solid waste programme, 17 municipalities in Lebanon have established solid waste management policies, according to the latest Eurojar feature published in the Lebanese daily L’Orient Le Jour (French language).

The article says the programme, implemented by the Office of the Minister of State for Administrative Reform (OMSAR), focuses on the nature of waste to be treated (domestic, hospital, agricultural, industrial), on the one hand, and, and on the other, on each link in the management chain, i.e. collecting, sorting, transfer, recycling and the type of treatment, be it mechanical, biological or thermal.

An awareness campaign targeting municipalities was launched in 2004. Those interested were given the opportunity to apply for funds (from €100,000 to €1 million) to either set up a solid waste management system, or seek assistance in the general setting up, then the technical aspect.

"All waste sorting and collection equipments have been distributed, as well as trucks. Out of the 12 plants, five have been completed, and seven are in the process,” says Roula Kabbani, the project’s manager at OMSAR.

Eurojar is one of 13 projects funded across the ENPI under EuropeAid’s €19 million Regional Information and Communication Programme, which seeks to increase awareness and understanding among the citizens of the area, about the EU, its policies and relations with their countries. The Eurojar budget amounts to €1.5 million and the project will last for one year.
