EU: Internal Security Forces to strengthen rule of law in Lebanon

Mobile Forces from the Lebanese Internal Security Forces (ISF) have conducted a simulation on the application of new public order maintenance tactics and techniques and the use of new equipment provided by the European Union.

A press release from the EU Delegation in Beirut said these activities fall under the Security and Rule of Law (SAROL) project, worth €4 million over the period 2009-11. The simulation was followed by the handover of certificates to commanding officers, who benefited from expert technical training, and by the delivery of modern communication and training equipment provided by the EU.

The Director General of the Internal Security Forces, Brigadier General Ashraf Rifi, and Ambassador Patrick Laurent, Head of the Delegation of the European Union, attended the simulation, together with high ranking representatives from the ISF and embassies of the EU Member States supporting the project.

The Head of the Delegation of the European Union, Patrick Laurent, said: "A democratic management of public order in complex scenarios, non violent and respectful of citizens rights, represents together with the respect of legal procedures in judicial investigations, a prerequisite for the enforcement of the rule of law. This constitutes a constant challenge for promoting a positive image and the legitimacy of the Internal Security Forces among the Lebanese population, an effort that the European Union is strongly supporting."

EU assistance to the ISF falls under the framework of the EU-Lebanon Action Plan jointly agreed by the Lebanese Government and the European Union and adopted in 2007. It fosters the professionalisation of the ISF as a legitimate police force, respected by all Lebanese citizens. In this respect, the EU support focuses on improving the ISF training capacity, mainly in the field of criminal investigation, through technical assistance, equipment and training, with the view of setting up the Judicial Police Practical Training Centre in Aaramoun, which should see the light in 2011.
