ISESCO: Universities of the Islamic World Council Starts its Proceedings in Baku
Azerbaijan (Baku): The fifteenth session of the Executive Council of the Federation of the Universities of the Islamic World (FUIW) commenced its proceedings this afternoon in Baku , capital of the Republic of Azerbaijan . On this occasion, an address by Dr Abdualaziz  Orthman Altwaijri, the Secretary General of the FUIW was read out on his behalf at the opening session by ISESCO Deputy Director General, Dr Hadi Azizzadeh.

Taking the floor at the opening session were Dr. Abdollah Jassbi, Chairman of FUIW’s Executive Council, Dr Rafat Kassamov, head of the International Relations and Information Technology, on behalf of Dr Shamseddin Hajiyev, Rector of Azerbaijan State Economic University which hosts the event, and Dr. Najem Al-Najem, Vice-President of Academic Affairs at the Kuwait University, on behalf of the university’s Rector, the FUW’s fourth General Conference President.

In his address, the Secretary General said that the present session of the Executive Council would pore over five academic projects prepared by the General Secretariat of the FUIW. These projects chiefly aim to promote the Federation, enhance its performance, update its programmes, methods and mechanisms towards further progress and modernization, enlarge its scope for action to better meet the needs of member universities and perform to the highest standards, and by so doing attain the objectives stated.

These, he said, are the key elements that inform the Federation’s course of action. They find their expression in the three projects presented to the Executive Council, namely: the Project of the “Islamic Virtual University”; the “Draft Mechanisms for the Activation of the Islamic Body for Quality and Accreditation”; and the Project on the “FUIW Prize for Academic Research Papers”.

It should be noted that these projects were adopted with recommendation to the General Secretariat to fully articulate them and develop necessary implementation mechanisms thereto.

In the same vein, the FUIW Secretary General said that the General the Executive Council could be briefed on the efforts made by the FUIW General Secretariat to translate these projects into action, by means of a number of proposals and mechanisms and action plans tailored to the academic advances in higher education at the regional and international levels.

Dr Altwaijri added that in its effort to reach such goals, the General Secretariat focused on promoting partnership and cooperation with member universities, which clearly reflected on the projects submitted to the Executive Council.

He pointed out that the activities implemented under the FUIW’s current three-year Action Plan have shown a sustained growth both in number and geographical coverage. It is clear that this would not have happened without rationalisation of expenses, expansion of cooperation between the Federation, member universities and specialized parallel organizations, and increase of FUIW membership, the Secretary General argued. Such enlarged cooperation, he explained, allowed for holding several specialized conferences, symposia and meetings, preparing studies, dispatching teachers, and securing scholarships for graduate and postgraduate students.

He further said that the General Secretariat succeeded in entrenching the concepts underlying partnership and cooperation with member universities and parallel organizations, which has earned it its privileged position as a key player in joint Islamic action, and a major partner in implementing the activities and programmes of the Federation.

It is also worth of mention that the Council will also discuss the Report of the Secretary General on the General Secretariat’s Activities between the 14th and 15th sessions. It provides ample information about such activities undertaken by the General Secretariat as academic symposia, experts’ meetings, as well as Arab, Islamic and international meetings, Chairs of ISESCO and the FUWI, member universities’ quality performance assessment, the FUIW publications, along with the efforts exerted by the General Secretariat to boost cooperation with universities and specialized organizations and institutions.

The Executive Council will also submit the outcome of its current session to the Federation’s General Conference, due to be held in Baku, over the period from 12 to 14 May 2010.
