EU-funded sport governance project to assesses local needs ahead of Tunisian mission

Tunisia (Tunis) Experts from the project Governance in the context of sport as social link (GOSPEL), funded by the EU under the CIUDAD programme, have completed a mission to the Armenian capital Yerevan to assess local needs in the area of sports management and set up a three-year work plan for the project, which covers Yerevan together with the Tunisian coastal city of Mahdia.

A press release said the mission, which took place from 28 April to 2 May, enabled GOSPEL’s delegations, one from Marseille and one from Hamburg, comprising a construction expert and a specialist in entertainment and sports communication, to meet stakeholders of the sports sector and civil society in Yerevan, as well as major project implementers and decision-makers. The objective of the mission was to draw up a state of play of procedures in managing sports facilities and explore opportunities to develop free practices for populations living in difficult conditions in Yerevan.

As a result of the mission, it was decided by the three towns to agree on a number of issues of collaboration. These topics will be discussed again in Hamburg in June at a seminar to exchange experiences between the partner cities in the area of sports management and energy efficiency of buildings.

In parallel, a similar diagnostic mission will take place in Mahdia, the other beneficiary partner of the project at the beginning of June 2010.

GOSPEL is funded by the EU, under the CIUDAD programme, with a budget of €529,450 to promote the exchange of best practices in sport and leisure management, assist in establishing sites and sports equipment, explore models of financing exploitation and energy management, look at ways to promote equality for women and socially disadvantaged groups to access sports and recreation, and develop event communication policy and city marketing related to sport. It is implemented by the City of Marseille, the project leader, and the city of Hamburg with the support of Trondheim (Norway) and Split (Croatia) and benefits the cities of Yerevan (Armenia) and Mahdia (Tunisia).

Both Yerevan and Mahdia enjoy some renown for their sporting and leisure activities. Yerevan has a number of football clubs and is also famous for its chess players; Mahdia is strong in handball. While both have some sports and recreational facilities, these are not enough to satisfy the needs of its populations. Moreover many of the facilities are not open and accessible to all, particularly women and younger people. Th is is particularly important for Mahdia, where 57% of the population is under 25 and where women do not have equal access to leisure facilities and opportunities.

Th e project will promote exchanging best practices in the area of management of sport and leisure, assist in establishing sites and sport equipment, explore models of fi nancing exploitation and energy management, look at ways to promoting equality for women and socially disadvantaged to access to sports and recreation, and develop event communication policy and city marketing related to sport.

Further, one pilot project in Yerevan (feasibility study on the use of public spaces and feasibility study on development of kayaking) and one pilot project in Mahdia (renovation of a site into a place for outdoors, sport and leisure) will be undertaken.
