Libya: Arab Summit Supporting Peace, Sudan unity, Arab Neighbourhood Policy

Libya (Sirte) - At the conclusion of its deliberations, the Extraordinary Arab Summit held in the Libyan city of Sirte on Saturday made four decisions related to the system of the joint Arab action, supporting peace, unity and development in Sudan, Arab neighbourhood policy and the situation in Somalia.

On the joint Arab action system, the Extraordinary Arab Summit stressed that the Arab League Council, stemming from faith in the goals and principles of the Arab League Charter, stressing ties binding the Arab countries and consolidating their power to shoulder their responsibilities in preserving their interests, identity, values and preserving national security, and in response to the Arab people's will in realizing their aspirations in achieving integrity among the Arab countries in various fields of the joint Arab action.

Also taking into account the changes on the Arab and international levels and the need for modernizing the joint Arab action system, activating the agreed-upon mechanisms in the framework of the system, speeding up the formation of an Arab confederation and integration among the Arab economies towards the Arab economic unity.

The statement stresses the importance of vitalizing texts of the joint defense agreement and the economic cooperation among the Arab league countries and the call for resuming the apparatus's meetings as stipulated by the agreement, especially the joint defense agreement council and in accordance with the two decisions of Sirte Summit and what Sirte Document included with regard to developing the system.

The statement expressed appreciation of the efforts exerted by the Summit's presiding country and the members of the quintet higher committee and the General Secretariat of the Arab League in the process of development and welcoming the recommendations of the quintet higher committee during its meeting in Tripoli on July 28 decides:

First: Adopting recommendations of the quintet higher committee held on July 28 in Tripoli.

Second: Applauding the efforts which have been exerted in preparing the proposed draft protocol for developing the system of the joint Arab action and heeding the suggestions and remarks made by the Arab leaders during discussions.

Third: Assigning the General Secretariat, the presiding country and the small ministerial committee with rephrasing the draft protocol, studying the due financial costs of the development process and presenting the issue at a special session of the AL Council at the level of foreign ministers in three months before submitting it to the next summit due in March, 2011 to be unanimously approved.

Fourth: Assigning the Secretary General with submitting a report on the measures for putting the decision into effect to the next regular summit.

The summit stressed standing by Sudan and respecting its sovereignty, independence and territorial integrity, supporting the efforts for achieving peace in Sudan and completely rejecting all the attempts targeting its unity, security and stability.

Stress was also placed on the Arab League's commitment to cooperation with the African Union and the United Nations to help the Sudanese in setting up the necessary arrangements for conducting the referendum in a peaceful and free atmosphere marked by credibility and transparency in a way that reflects the will of the people of South Sudan and Abiye region away from any pressures of anticipating the results.

The summit stressed on intensifying the Arab and African communications with the Sudanese leaderships to encourage the two peace parties to accept the results of the referendum to secure peace and stability in Sudan and the region as a whole.

The summit expressed the Arab League countries' readiness to effectively contribute to the reconstruction and development efforts and provide immediate support to Sudan.

On the Arab neighborhood policy project, the Summit decided the following:

First: Establishing an open-ended ministerial committee chaired by the head of the summit to follow up the study of establishing the Arab neighborhood forum and the appropriate timing to adopt it with the help of a team of political and economic specialists and legal experts.

Second: Asking the member states to keep on providing the Secretariat-General with their recommendations and visions in this regard.

Third: Assigning the ministerial committee with providing a report on progress to the next meeting of the League's Council in March, 2011.

On the situation in Somalia, the summit welcomed the approach of the Somali President for activating the national reconciliation among all the components of the Somali society in accordance with Djibouti Agreement and urging all groups to adapt the dialogue as the way to resolve the disagreements to achieve the comprehensive national reconciliation.

The summit agreed on offering Somalia a monthly financial support of USD 10 millions to enable the government to operate the state institutions and implement its programs for security, stability and reconciliation and providing services for the Somali people.

The summit condemned the crimes committed in Yemen by terrorist agents and stressed the unity, security and stability of Yemen and its support of the Yemeni government's efforts aimed at fighting terrorism and exterminating its funding sources.
